Extends the deadline for allocating at least 20% of California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program funding to early commercial deployment of existing zero- and near-zero-emission heavy-duty truck technology from January 1, 2018 to December 31, 2020.

Funds development, demonstration, and early commercial deployment of zero- and near-zero-emission truck, bus, and off-road vehicle technologies through appropriations from the Greenhouse Gas Reduction Fund.

Eligible projects include technology development for medium- and heavy-duty trucks, buses, off-road equipment in ports and agricultural sectors, purchase incentives for clean vehicles, and freight efficiency technologies.

Requires the State Air Resources Board to prioritize projects benefiting disadvantaged communities and to develop annual implementation frameworks in consultation with the State Energy Resources Conservation and Development Commission.

Establishes guidance requirements for competitive allocation of funding, leveraging federal and private resources, and ensuring emissions reductions can be measured and verified.
