Requires state agencies awarding public works contracts and certain service contracts (package delivery, custodial/janitorial) to provide a 5% bid preference to bidders who provided credible health care coverage to their employees during the 12 months before bid submission.

Defines "credible health care coverage" as group policies or programs providing medical, hospital, and surgical coverage written or administered by disability insurers, health care service plans, self-insured employers, or similar entities.

Bidders claiming the preference must submit certified statements on a Department of General Services form developed with the Department of Industrial Relations, confirming qualification for the preference.

Requires bidders and subcontractors to maintain health care coverage for their employees throughout contract performance and for up to one year after contract completion, or pay civil penalties of $2,500 to $25,000 per violation.

Allows state agencies to request records from winning bidders to verify entitlement to the preference, with failure to provide records within a reasonable time resulting in denial of the preference.
