Requires developmental screening services for children ages zero to three years old to be included in the Medi-Cal Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program, consistent with federal law.

Mandates external quality review organizations to annually review and report on managed care plan compliance with validated developmental screening tools and schedules recommended by the American Academy of Pediatrics for children zero to three years old, effective for contract periods starting July 1, 2018.

Makes legislative findings that early identification of developmental concerns and timely intervention are essential for child well-being, and that developmental screening rates remain low despite the prevalence of developmental delays and disorders.

Specifies that the external quality review requirement sunsets on July 1, 2023, at which point this section is repealed.
