Requires alternative payment programs under the Child Care and Development Services Act to have no less than 36 months to expend funds allocated in any fiscal year, with exceptions for contracts relating to administration of child care services under Sections 8353 and 8354.

Directs the Superintendent of Public Instruction to develop a process ensuring alternative payment programs receive no less than 36 months to expend allocated funds in any fiscal year.

Maintains existing requirements that the State Department of Education contract with local contracting agencies to expand and fund alternative payment programs for services in licensed centers, family day care homes, and other compliant program types.

Preserves legislative intent to support working families with accessible child care programs that promote child development, family stability, and parental economic and emotional stability.
