State Department of Public Health must develop and submit a proposal to obtain federal grant funding under the 21st Century Cures Act to create a real-time, Internet-based database tracking bed availability in inpatient psychiatric facilities, crisis stabilization units, residential community mental health facilities, and licensed residential substance abuse treatment facilities.

Database must include minimum information such as facility contact information, license type, treatment types offered, bed security status, appropriate diagnoses and age ranges, and bed availability status, with capacity to search for beds appropriate for individuals in mental health or substance use disorder crisis.

Database shall not include information about state hospitals under the State Department of State Hospitals jurisdiction.

Department must consult with State Department of Health Care Services, State Department of Social Services, County Behavioral Health Directors Association of California, and relevant service provider organizations when developing the proposal and database.

Department must submit an evaluation to the federal Health and Human Services Secretary and to the Legislature on the grant's effects on local crisis response services, functional outcomes for individuals, and followup care rates.
