Expands the definition of "utility facility" in Streets and Highways Code Section 700 to include structures used to provide cable service or video service as defined in the Public Utilities Code.

Amends the Improvement Act of 1911 to allow cable operators to participate in special assessment proceedings for converting overhead electric and communication facilities to underground locations, with the same rights and obligations as public utilities.

Allows cities to initiate conversion proceedings when a city, public utility, or cable operator voluntarily agrees to pay over 50 percent of conversion costs, excluding user connection costs.

Enables cities and cable operators to enter into agreements allocating duties for planning, specifications, labor, materials, and funding of underground facility conversions, with the requirement that cities pay the same percentage of costs to cable operators as to public utilities on a nondiscriminatory basis.

Provides that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made pursuant to Government Code Part 7.
