Establishes a state goal of reaching a 24% recycling rate for postconsumer carpet by January 1, 2020, and requires carpet stewardship plans to achieve and maintain this rate with quantifiable 5-year and annual goals.

Expands the carpet stewardship program to include carpets made with natural face fibers, yarns, or tufts in addition to synthetic materials.

Prohibits carpet stewardship organizations from using assessment funds for engineered solid waste conversion, cement kiln burning of carpet, transformation processes, litigation costs, or imposed penalties.

Creates an advisory committee appointed by the Director of Resources Recycling and Recovery, the Speaker of the Assembly, and the Senate Committee on Rules to provide recommendations on stewardship plans and annual reports.

Allows manufacturers to continue selling carpet for one year after a stewardship plan terminates or is revoked if they either continue operating under the most recent approved plan or submit an alternative carpet recycling plan for department approval.

Requires the Department of General Services to establish minimum postconsumer content standards for carpet purchased by state agencies, to be published in the State Contracting Manual by July 1, 2018.
