Establishes the Agricultural Sustainability Council within state government to plan for regulatory alignments that aid grower compliance, reduce costs to agriculture, and protect the environment.

Council membership consists of the Secretary of Food and Agriculture (chair), President of the State Board of Food and Agriculture, Secretary of the Natural Resources Agency, Secretary for Environmental Protection, Director of Water Resources, Executive Director of the State Water Resources Control Board, Chairperson of the State Air Resources Board, Director of Pesticide Regulation, and two additional State Board of Food and Agriculture members.

Council may adopt recommendations for regulatory alignments only if they are efficient and cost-effective and do not weaken protections for public health, the environment, consumer protection, or worker safety.

Council must provide public input and comment opportunities consistent with the Administrative Procedure Act before adopting any recommendations.

Requires the council to forward adopted recommendations to applicable state agencies and limits council consideration to matters within member agencies' jurisdiction and control.
