Increases the maximum Cal Grant award for students attending private nonprofit postsecondary institutions to $9,084 for the 2017–18 award year, then implements a phased increase to 75 percent of the average General Fund support per student at UC and CSU by 2021–22.

Requires private nonprofit postsecondary institutions to submit performance metrics to the Association of Independent California Colleges and Universities as a condition for receiving Cal Grant funding, including data on enrollment, transfer students, Pell Grant recipients, Cal Grant recipients, graduation rates, and degrees awarded.

Mandates the Association of Independent California Colleges and Universities to submit annual cumulative reports to the Legislature, Governor, Department of Finance, and Legislative Analyst's Office by March 15 of each year beginning in 2018, including disaggregated data on student demographics and institutional performance.

Makes the bill effective immediately as an urgency statute to allow Cal Grant awards for the 2017–18 award year to be set before that academic year begins.
