Extends the moratorium on new legal gaming authorizations in counties, cities, and city and counties that had not authorized legal gaming before January 1, 1996, from January 1, 2020 to January 1, 2023

Extends the prohibition on amending existing gaming ordinances to expand gambling beyond what was permitted on January 1, 1996, from January 1, 2020 to January 1, 2023

Extends the prohibition on the California Gambling Control Commission issuing licenses for gambling establishments not licensed by December 31, 1999 (except those with applications filed before September 1, 2000) from January 1, 2020 to January 1, 2023

All extended prohibitions will automatically expire on January 1, 2023, unless a later statute enacted before that date extends or deletes the expiration date
