Establishes the office of the Competitive Integrated Employment Ombudsperson within the State Council on Developmental Disabilities, to be appointed by the council's executive director.

Ombudsperson serves as a resource on rights and services under the California Competitive Integrated Employment Blueprint, helping individuals navigate the process and resolve disputes.

Ombudsperson duties include identifying complaint patterns, recommending improvements, assisting state departments in public education, and providing referrals to aligned programs and services.

All communications received by the ombudsperson are confidential to protect individual privacy and enable effective performance of duties.

Ombudsperson must submit annual reports to the Governor, Director of Developmental Services, and Employment First Committee summarizing services, Blueprint progress, complaint analysis, and implementation recommendations.
