Requires the Department of Toxic Substances Control to adopt regulations by January 1, 2020 establishing inspection frequencies for permitted hazardous waste treatment, storage, and disposal facilities, generators, and transporters.

Mandates hazardous waste land disposal facilities be inspected no less than 2 times per calendar year and all other permitted hazardous waste treatment, storage, or disposal facilities be inspected no less than once per calendar year.

Requires inspection frequency regulations to include criteria for increasing inspections based on compliance history, quantity of hazardous waste handled, waste characteristics (ignitability, corrosivity, reactivity, toxicity), and proximity to sensitive habitats, receptors, or disadvantaged communities.

Defines "disadvantaged community" as areas identified by the California Environmental Protection Agency or low-income areas disproportionately affected by environmental pollution or hazards leading to negative health effects.

Allows the Department of Toxic Substances Control to inspect hazardous waste facilities more frequently than required by the adopted regulations.
