Authorizes the Los Angeles County Flood Control District to levy a tax compliant with Article XIII C of the California Constitution or impose a fee/charge compliant with Article XIII D to fund stormwater capture and runoff pollution reduction projects.

Permits funded projects to provide multiple benefits including increased water supply, improved water quality, and community enhancements such as greening schools and parks and improving public access to waterways.

Allocates revenues as follows: 10% to the district for implementation and administration costs, 40% to cities and unincorporated county areas based on collection proportions, and 50% for watershed-based regional projects and programs.

Requires the district governing board to adopt an ordinance establishing criteria and procedures to implement the tax, fee, or charge authority and revenue allocation.

Specifies that any tax, fee, or charge shall be levied and collected with county taxes and revenues paid into the county treasury to the credit of the district.
