Authorizes the City and County of San Francisco to impose a tax on rides provided by participating drivers of up to 1.5% of net rider fares for shared rides and 3.25% for other rides.

Authorizes San Francisco to impose a tax on rides provided by autonomous vehicles of up to 1.5% of net rider fares for shared rides and 3.25% for other rides, whether facilitated by transportation network companies or other persons.

Permits San Francisco to set lower tax rates for rides provided by zero-emission vehicles to incentivize their deployment.

Requires all tax revenues collected to be dedicated to funding transportation operations and infrastructure within San Francisco and subjects any tax imposed to voter approval requirements.

Establishes that any tax imposed under this authority expires no later than November 5, 2045.
