Defines "crystalline ethanol product" as ethanol in crystalline form that is an ingredient in a product that cannot be converted to loose powdered alcohol and does not form an alcoholic beverage when mixed with liquid, exempting it from powdered alcohol prohibitions.

Prohibits issuance of alcoholic beverage licenses for manufacturing, distribution, or retail sale of powdered alcohol, with exceptions for possession exclusively for manufacturing, research, or development purposes when sold or possessed by bona fide manufacturers or public or private research institutions.

Authorizes the Department of Alcoholic Beverage Control to revoke or suspend licenses of any licensee who manufactures, distributes, or offers powdered alcohol for retail sale, except when used for manufacturing, research, or development purposes by qualified institutions.

Makes possession, purchase, sale, distribution, manufacture, or use of powdered alcohol an infraction punishable by a fine of up to $500 for sale and distribution, or $125 for possession and use, with exceptions for authorized research and manufacturing activities.
