Authorizes the Department of Alcoholic Beverage Control to issue a special on-sale general license to operators of for-profit cemeteries that are more than 100 years old, listed on the National Register of Historic Places, designated as Historic-Cultural Monuments by the City of Los Angeles, and maintain tax-exempt endowment care and memorial care funds.

Permits the special license to allow sales, service, and consumption of beer, wine, and distilled spirits on cemetery premises without requirements to operate as a bona fide public eating place.

Requires cancellation of any existing alcoholic beverage licenses issued to the cemetery operator before a special on-sale general license can be issued.

Sets the original and annual license fees equal to those for standard on-sale general licenses under existing law.

Declares that a special statute is necessary due to the unique nature of the cemetery as a hub of social, cultural, and community activity in Los Angeles.
