Reduces probationary period for certificated school employees from 3 to 2 complete consecutive school years before they can be classified as permanent employees.

Allows county superintendents of schools and school district governing boards to extend probationary status up to 3 complete consecutive school years (reduced from 5 years).

Requires county superintendents and school boards offering a third year of probationary employment to develop an individualized improvement plan, provide prior evaluations, and offer professional development consistent with the plan.

Applies to school districts and county schools with average daily attendance of 250 or more pupils in positions requiring certification qualifications.

Exempts collective bargaining agreements entered into before January 1, 2018 from these changes until expiration or renewal.
