Requires the State Department of Public Health to report to the Legislature by January 1, 2020, on efforts to update regulations under Division 5 of Title 22 of the California Code of Regulations and its use of program flex waivers.

Mandates the department prioritize adoption of amendments to regulations related to cardiovascular surgery (Sections 70435 and 70437) and cardiac catheterization laboratory services (Sections 70438, 70438.1, and 70438.2).

Requires health facilities granted program flexibility to post a notice near their license stating that program flexibility has been approved and indicating where documents are available for inspection.

Prohibits health facilities from being required to post the actual documents requesting or granting program flexibility.
