Requires professional fiduciaries to complete at least one hour of LGBT cultural competency instruction as part of the existing 30-hour prelicensing education requirement, effective January 1, 2020.

Mandates that licensees complete at least one hour of LGBT cultural competency instruction every three years as part of their 15-hour annual continuing education requirement for license renewal or restoration, effective January 1, 2020.

Defines "LGBT cultural competency" as understanding and applying cultural and ethnic data to care processes, including appropriate treatment and provision of care to lesbian, gay, bisexual, transgender, and intersex communities.

Prohibits any educational course costs required by the Professional Fiduciaries Act from being charged to clients served by licensees.
