Expands grounds for legal action to prevent bond fund expenditures to include situations where the governing board has failed to cooperate with the citizens' oversight committee.

Provides that any state-mandated costs resulting from this bill shall be reimbursed to local agencies and school districts pursuant to existing state mandate reimbursement procedures.
