Increases maximum Cal Grant A and B tuition award amounts for new recipients at private nonprofit postsecondary educational institutions to no less than $10,000 for the 2017–18 award year and thereafter (previously $8,056).

Maintains maximum tuition award amounts at $8,056 for new recipients attending accredited private for-profit postsecondary educational institutions for the 2017–18 award year and thereafter.

Requires the Student Aid Commission to provide an additional disbursement to students if the bill takes effect after Cal Grant awards are disbursed at the start of the 2017–18 award year, covering the difference between original and new award amounts.

Establishes this as an urgency statute to take effect immediately to address imminent cuts to Cal Grant aid for private nonprofit institution students.
