Creates the Domestic Violence and Sexual Assault Prevention Fund in the State Treasury to provide grants for prevention programs that incorporate comprehensive, evidence-based, and promising practices.

Grants shall be awarded by the Office of Emergency Services in consultation with domestic violence and sexual assault prevention practitioners and experts, with awards of 3-year duration and minimum funding of $150,000 per grant.

Eligible grantees are nonprofit organizations with demonstrated work history in domestic violence or sexual assault prevention and established ability to respond safely and confidentially to disclosures from participants.

Funded activities include trauma-informed prevention services, primary prevention addressing root causes of violence, bystander engagement, youth education on healthy relationships, and culturally appropriate programs for underserved communities.

Grants shall support collaborative efforts with educational institutions, nonprofit organizations, school districts, and community-based organizations to implement prevention strategies for students, staff, faculty, and professionals.
