Reduces the time limit for seeking judicial review of California Unemployment Insurance Appeals Board decisions from 6 months to 3 months after the date of the appeals board decision or decision designation, whichever is later.

Applies the shortened 3-month judicial review deadline to the Director of Employment Development and other parties seeking review, with exceptions for certain specified sections.

Updates Section 1379 (unemployment compensation overpayment recovery) and Section 2739 (disability benefits overpayment recovery) to reflect the new 3-month judicial review period instead of 6 months.

Maintains the requirement that the Appeals Board attach explanations to its decisions informing parties of their right to seek judicial review.
