Beginning January 1, 2019, motor vehicles that are 8 or less model-years old are exempt from biennial smog check inspections upon registration renewal, unless the state board finds the exemption would prevent meeting federal Clean Air Act requirements.

Motor vehicles that are 7 or 8 model-years old are subject to an annual $25 smog abatement fee, with $21 deposited into the Air Pollution Control Fund for the Carl Moyer Memorial Air Quality Standards Attainment Program and $4 deposited into the Vehicle Inspection and Repair Fund.

Vehicles that are 6 or fewer model-years old continue to pay the existing $12 annual smog abatement fee.

The bill includes a transition provision exempting vehicles that were 7 model-years old in 2018 for which a certificate of compliance was already obtained.

The act takes effect immediately as an urgency statute on October 10, 2017.
