Department of Veterans Affairs must develop outcome and related indicators for veterans to assess their status, monitor program quality, and guide improvements in veteran services.

Indicators shall include employment and earnings information, suicide incidence, higher education access, involvement with child welfare system, and involvement with criminal justice system.

Director of Employment Development must permit the Department of Veterans Affairs to access quarterly wage data and other employment information necessary to develop these outcome indicators.

Department of Veterans Affairs must report to the Senate and Assembly Committees on Veterans Affairs by March 1, 2019, detailing all developed indicators, recommendations for continuous monitoring systems, and any regulatory or fiscal barriers to implementation.

No state reimbursement is required for local agencies because the bill only creates criminal penalties related to unauthorized disclosure of confidential employment information.
