Requires the Department of Resources Recycling and Recovery to conduct at least one public workshop when adopting organic waste reduction regulations to discuss funding strategies for new and expanded organic waste reduction infrastructure, including public and private funding models and new statewide funding sources.

Authorizes the department to establish a prudent reserve for the administration and implementation of the Integrated Waste Management Act using moneys from the Integrated Waste Management Account.

Maintains the solid waste disposal fee at a maximum of $1.40 per ton, with the department establishing the specific amount needed to generate sufficient revenues including a prudent reserve for each fiscal year.

Requires the department and State Board of Equalization to ensure that all solid waste disposal fees collected at transfer stations are properly remitted to the state board in accordance with the Integrated Waste Management Act.
