Baseline quantity remains defined as 50-60 percent of average residential consumption, or 60-70 percent during winter heating season for residential gas customers and all-electric residential customers.

Commission must review and revise baseline quantities as consumption patterns change to maintain these ratios, with implementation to occur during regularly scheduled rate proceedings for electrical corporations.

Maintains existing requirements for commission to designate baseline quantities necessary for reasonable energy needs of average residential customers, accounting for climatic variations and seasonal differences.
