Requires Compton Community College District to allow students enrolled at El Camino College Compton Center to complete their degrees or certificates at Compton College if they have completed at least 75% of required coursework by the spring term before the institutional change in control.

Mandates that El Camino College Compton Center students transferring to Compton College be treated as continuing students for enrollment priority purposes and exempts them from state minimum residence requirements for degree granting.

Exempts Compton Community College District from the requirement to spend 50% of current education expenses on classroom instructor salaries for academic years 2018-19 through 2021-22.

Makes legislative findings that a special statute is necessary for Compton Community College District due to unique circumstances that cannot be addressed by general law.
