Establishes the California Cybersecurity Integration Center (Cal-CSIC) within the Governor's Office of Emergency Services to develop a statewide cybersecurity strategy and reduce cyber incidents affecting California's economy, infrastructure, and computer networks.

Requires Cal-CSIC to include representatives from state agencies (Office of Emergency Services, Department of Technology, Attorney General, Highway Patrol, Military Department, Health and Human Services Agency), universities, utilities, and federal agencies (Department of Homeland Security, FBI, Secret Service, Coast Guard).

Directs Cal-CSIC to provide cyber attack warnings, assess critical infrastructure risks, coordinate threat information sharing, support cybersecurity assessments, and establish a Cyber Incident Response Team for threat detection and response.

Requires all state departments and agencies to comply with information security and privacy policies, promote cybersecurity awareness among staff, and assist Cal-CSIC in its operations.

Prohibits Cal-CSIC from requiring private sector companies to share information involuntarily and permits the Governor to suspend operations by executive order if federal funding becomes unavailable.
