Revises the definition of "covered source" in the Carl Moyer Memorial Air Quality Standards Attainment Program to include stationary irrigation or water conveyance engines.

Amends Section 44275 of the Health and Safety Code to expand eligible emission reduction projects under the program administered by the State Air Resources Board.

Creates two versions of the definition with different effective dates: one version expires January 1, 2024, and a second version becomes operative on January 1, 2024.

Modifies cost-effectiveness calculations in the later version to focus on NOx (oxides of nitrogen) reduction rather than multiple pollutants including particulate matter and reactive organic gases.

Narrows the scope of covered onroad vehicles in the operative version to those with 14,000 pounds or greater gross vehicle weight rating and specifies "diesel marine vessels" instead of general marine vessels.
