Requires regional water quality control boards and the state board to collect information about all chemicals in wastewater discharged from oil and gas fields during water quality investigations.

Allows boards to require chemical suppliers to furnish chemical composition information directly to the board if the oil or gas operator cannot obtain it from the supplier.

Requires collected chemical information to be published on the regional or state board's website, except where trade secret protections are claimed and approved.

Authorizes boards to consult with the Division of Oil, Gas, and Geothermal Resources when collecting this information.

Makes failure to furnish required chemical information a misdemeanor with civil penalties up to $1,000 per day (or $5,000 per day for hazardous waste dischargers).
