Authorizes the Bloomington Recreation and Park District to dispose of park property at Ayala Park that was acquired with grant funds from four state park funding acts (California Park and Recreational Facilities Act of 1984, Safe Neighborhood Parks/Villaraigosa-Keeley Act of 2000, Roberti-Z'berg-Harris Urban Open-Space and Recreation Program Act, and Community Parklands Act of 1986).

Requires the district to acquire replacement property of equal or greater recreational value, as approved by the Department of Parks and Recreation, and at no cost to the state.

Mandates that replacement property must be acquired before the Ayala Park property is disposed of and must be used for Ayala Park purposes under all applicable requirements of the four park funding acts.

Declares the act's intent is solely to increase recreational opportunities in the unincorporated community of Bloomington and not to facilitate industrial development.

Takes effect immediately as an urgency statute.
