Prohibits removal of a child from physical custody of a parent with whom the child did not reside at the time the dependency petition was initiated, unless the court finds clear and convincing evidence of substantial danger to the child's physical or emotional health and no reasonable alternative means of protection exist.

Maintains existing removal standards for children residing with parents at the time the petition was initiated, requiring clear and convincing evidence of substantial danger and absence of reasonable protective means.

Adds provisions addressing educational and developmental services decision-making, including requirements for appointing responsible adults and establishing conflict-of-interest standards for decision-makers.

Requires courts to consider alternative protective measures before removal, including removing an offending parent from the home or allowing a non-offending parent to retain custody with an acceptable protective plan.

Incorporates provisions from Senate Bill 233 if both bills are enacted and AB1332 is enacted after SB 233, and provides that no state reimbursement is required for costs under the 2011 Realignment Legislation.
