Enacts the Farmer Equity Act of 2017 requiring the Department of Food and Agriculture to ensure inclusion of socially disadvantaged farmers and ranchers in development, adoption, implementation, and enforcement of food and agriculture laws, regulations, and policies.

Defines socially disadvantaged farmers and ranchers as members of groups subjected to racial, ethnic, or gender prejudice, including African Americans, Native Indians, Alaskan Natives, Hispanics, Asian Americans, and Native Hawaiians and Pacific Islanders.

Requires the Secretary of Food and Agriculture to create a new position within the department's executive office to support inclusion efforts for socially disadvantaged farmers and ranchers.

Mandates the department consult with multiple state agencies and disseminate information about federal opportunities available to socially disadvantaged farmers and ranchers, and evaluate departmental boards and committees for inclusion opportunities.

Requires submission of a report to the Governor and Legislature by January 1, 2020 on efforts to serve socially disadvantaged and female farmers and ranchers, including recommendations for improving inclusion processes.
