Expands authority of district agricultural associations to operate property jointly or in connection with lessees or sublessees for any board-approved purpose.

Authorizes district agricultural associations to lease real property for construction and maintenance of affordable housing for low or moderate income persons and families, with lease terms not exceeding 55 years.

Requires associations with annual budgets exceeding $5,000,000 to conduct annual audits by independent certified public accountants.

Requires associations with annual budgets under $5,000,000 to have annual examinations and reviews with audits conducted once every three years.

Incorporates coordination provisions with AB 1131, making Section 1.5 operative only if both bills are enacted and AB 1351 is enacted after AB 1131.
