Establishes the Higher Education Funding Formula effective for the 2018-19 fiscal year, providing additional state funding to University of California, California State University, and California Community Colleges based on enrollment of students who were classified as unduplicated pupils under the K-12 Local Control Funding Formula (LCFF) in their final high school year

Provides 20 percent additional state funding per eligible student to UC and CSU, with the base amount per student equal to annual CSU tuition

Provides 20 percent additional funding per full-time equivalent unduplicated pupil to California Community Colleges, plus concentration funding (50 percent additional per underserved student above 55 percent threshold) for community college districts serving more than 55 percent underserved populations

Restricts use of allocated funds to counseling, orientation, tutoring, advising, peer mentoring, faculty development, and development of accountability metrics including graduation rates, completion rates, STEM degrees, and equity rates

Expresses legislative intent to provide stable year-to-year funding for public postsecondary institutions that mirrors K-12 approach of targeting additional resources for historically underserved student populations
