Requires the Department of Veterans Affairs to submit annual financial reports to the Legislature by February 1, 2019, and each February 1 thereafter regarding eight specific veterans homes (Barstow, Chula Vista, Fresno, Lancaster, Redding, Ventura, West Los Angeles, and Yountville).

Financial reports must include state funding amounts, revenue collected, projected revenue, aggregate care costs per resident by care level, current maintenance costs, and projected maintenance costs for each home.

Mandates the department review each home's best use no later than 5 years before federal use restrictions expire, considering financial reports, regional veteran needs, population projections, available resources, and stakeholder input.

Requires the department to conduct additional reviews of each home every 5 years after the expiration of federal use restrictions to determine best continued use using the same evaluation factors.

Prohibits disclosure of personal or medical information otherwise restricted from disclosure under this chapter.
