Requires specified foster care placement settings (foster family agencies, short-term residential therapeutic programs, community treatment facilities, regional center facilities, transitional shelter care facilities, and intensive foster care programs) to report daily available bed census and comprehensive service listings to the State Department of Social Services.

Services to be reported include health and medical services, mental health services, developmental services, culturally and linguistically competent services, prenatal and parenting services, and specialized services for LGBT youth, substance abuse, gang prevention, and addiction prevention.

Requires the department to create and maintain a publicly accessible online database allowing county child welfare and probation departments to view placement setting information for best-interest-of-the-child placement decisions.

Mandates the department conduct biannual reviews of database information to assess capacity and service availability, and publicly report findings on its website.

Requires the department to convene a stakeholder workgroup and issue an all-county letter by May 1, 2018 specifying which services must be reported, update frequency, and how agencies will access listings while protecting client confidentiality and safety.
