Requires the Governor to notify the Legislature when the U.S. Secretary of the Interior determines that a gaming establishment on newly acquired tribal lands would benefit an Indian tribe and not harm the surrounding community under the Indian Gaming Regulatory Act.

Prohibits the Governor from concurring with the Secretary's determination without prior approval from the Legislature by concurrent resolution.

Applies to gaming establishments on lands acquired by the federal government in trust for Indian tribes after October 17, 1988.
