Ratifies the amendment to the tribal-state gaming compact between California and the San Manuel Band of Mission Indians executed on August 18, 2017.

Exempts the execution of the amended compact and related intergovernmental agreements from California Environmental Quality Act (CEQA) review requirements in deference to tribal sovereignty.

Exempts on-reservation impacts of compliance with the amended compact terms from CEQA project definition.

Preserves CEQA requirements for cities, counties, state agencies, and local jurisdictions except as expressly provided in this section.

Takes effect immediately as an urgency statute to support economic development and stability of the San Manuel Band of Mission Indians.
