Requires the California Community Colleges Board of Governors to waive enrollment fees for STEM (science, technology, engineering, and mathematics) courses, effective with the 2018-19 academic year, for students who graduated from a California high school after attending for at least 2 academic years.

Limits the fee waiver to STEM courses only and restricts eligibility to within 4 academic years from the date of high school graduation.

Allows students receiving the STEM fee waiver to also qualify for other existing fee waivers or exemptions available under community college law.

Establishes that if the Commission on State Mandates determines this bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory provisions in the Government Code.
