Department of Transportation must prioritize litter cleanup and abatement efforts based on traffic volume, climate, and service scores within its maintenance programs.

Department shall reallocate litter cleanup resources as necessary to implement prioritization strategies for highway litter maintenance.

Department must conduct an assessment of litter on state highways by January 1, 2020, and report findings to the Legislature, including stakeholder consultation with city and county officials.

Report must assess litter levels and causes categorized by high-traffic volume, medium-traffic volume, and low-traffic volume highways, and document maintenance practice changes implemented.

Report requirement expires January 1, 2024, pursuant to Government Code Section 10231.5.
