Requires housing element land inventories to include only land that is suitable AND available for residential development, including vacant sites and sites with realistic and demonstrated potential for redevelopment during the planning period.

Mandates listing of properties by assessor parcel number and requires parcels to have sufficient water, sewer, and dry utilities available and accessible, or be included in an existing program to secure such utilities to support housing development.

Requires inventories to specify for each site the number of units that can realistically be accommodated and whether the site is adequate for lower-income, moderate-income, or above moderate-income housing.

Expands methodology for analyzing redevelopment potential of nonvacant sites to include consideration of the city's or county's past experience converting existing uses to higher density residential, current market demand for existing uses, and analysis of leases or contracts preventing redevelopment.

Restricts "use by right" zoning for sites accommodating very low and low-income housing to developments where at least 20 percent of units are affordable to lower income households, and requires sites to have sufficient water, sewer, and dry utilities available or be included in existing utility programs.
