Extends the Best Value Construction Contracting Program for UC Regents indefinitely by eliminating the January 1, 2018 repeal date, allowing UC to award construction contracts over $1,000,000 based on best value criteria combining price and qualifications.

Requires best value contractors and their subcontractors at every tier to commit to using a skilled and trained workforce for work in apprenticeable building and construction trades, with exceptions for projects already covered by project labor agreements.

Establishes graduated apprenticeship graduation percentage requirements for skilled journeypersons: 30% from January 1, 2017; 40% from January 1, 2018; 50% from January 1, 2019; and 60% from January 1, 2020, with exemptions for specified occupations.

Mandates contractors provide monthly compliance reports to UC demonstrating adherence to skilled and trained workforce requirements, with UC authorized to withhold payments for incomplete or non-compliant reports.

Makes monthly compliance reports public records subject to disclosure under the California Public Records Act.
