Ratifies the tribal-state gaming compact between California and the Elk Valley Rancheria, executed on August 31, 2017, pursuant to the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the compact, amendments to the compact, and related intergovernmental agreements with local and state agencies negotiated under the compact's authority.

Exempts from CEQA review the on-reservation impacts of compliance with the terms of the ratified compact, in deference to tribal sovereignty.

Clarifies that the exemptions do not relieve cities, counties, the Department of Transportation, or other state and local agencies from CEQA requirements in other contexts.

Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the Elk Valley Rancheria.
