Requires applicants for licensure as marriage and family therapists, educational psychologists, clinical social workers, and professional clinical counselors to complete a minimum of 6 hours of coursework or supervised experience in suicide risk assessment and intervention, effective January 1, 2021.

Allows applicants to satisfy the requirement through coursework completed in their graduate degree program, supervised applied experience in practicum or postdoctoral placements, or continuing education courses.

Requires existing licensees to complete the 6-hour suicide prevention training as a one-time requirement prior to their first license renewal after January 1, 2021, or when applying for license reactivation or reinstatement.

Mandates that proof of compliance be certified under penalty of perjury and retained for submission to the Board of Behavioral Sciences upon request.

Exempts the state from providing reimbursement to local agencies under the California Constitution because the bill's costs result from creating new penalty provisions for perjury.
