Expands criminal record clearance requirements for individuals working in community care facilities, residential care facilities, and child day care facilities by limiting existing exemptions.

Permits licensees operating multiple facilities of the same type to coordinate criminal record clearances and designate a central administrative facility to track cleared individuals until an automated system becomes available.

Requires licensees to update the State Department of Social Services regarding cleared and exempted individuals at specified times (annual fee due date, six months after, and upon department request) and maintain criminal record clearances in active files for minimum periods (2-3 years depending on facility type).

Imposes civil penalties of $100 per violation per day (maximum 5 days for first offense, 30 days for subsequent violations within 12 months) on licensees who fail to comply with fingerprinting and clearance requirements.

Clarifies that the state must provide reimbursement to local agencies only if the act creates a new crime, eliminates a crime, or changes criminal penalties under Section 17556 of the Government Code.
