Authorizes use of the EPA electronic manifest (e-Manifest) system to satisfy manifest requirements for hazardous waste transportation, including requirements to give, provide, send, or return manifest copies and to sign manifests by hand.

Allows electronic signatures on manifests to satisfy handwritten signature requirements under the e-Manifest system, as defined in federal regulations.

Repeals authorization for electronic reports to the Department of Toxic Substances Control once the e-Manifest system comes online, transitioning to the federal system.

Modifies incomplete manifest procedures: on and after e-Manifest comes online, persons who enter incomplete or erroneous information must correct it in the e-Manifest system and submit a $20 fee to the department.

Repeals requirement that the Department of Toxic Substances Control annually expend $1,050,000 from hazardous waste transportation manifest fees on pollution prevention measures.
