Authorizes courses offered through College and Career Access Pathways (CCAP) partnerships between community colleges and school districts to be offered on Saturdays.

CCAP partnerships aim to develop seamless pathways from high school to community college for career technical education or transfer preparation, improve high school graduation rates, and help students achieve college and career readiness.

Requires CCAP partnership agreements to include specific terms such as number of students served, courses offered, student assessment criteria, information sharing protocols, and parental consent requirements.

Prohibits community college districts from offering physical education or courses that do not assist in attaining CCAP goals, and prevents displacement of high school teachers or community college faculty through CCAP partnerships.

Requires annual reporting to the Chancellor of the California Community Colleges on enrollment data, course completions, and full-time equivalent students generated by CCAP partnerships, with a comprehensive summary report due by January 1, 2021.
