Authorizes California community college districts to use up to 7.5% of Student Equity Program funding (not to exceed $25,000 per campus) for emergency student financial assistance to eligible students.

Requires emergency student financial assistance to be included in an institution's student equity plan and intervention strategies to be an allowable use of funds.

Encourages community colleges to develop specific guidelines for defining unforeseen financial challenges based on the unique characteristics of their student populations.
